Beal Valley and Broadbent Moss

Oldham Council is inviting residents and businesses to have their say on future development plans for Beal Valley and Broadbent Moss. 

A masterplan and spatial design code has been prepared that relates to Beal Valley and Broadbent Moss. Planning masterplans are designed to agree design principles and a proposed future vision for the area. The supplementary planning document sets out how these proposals will be implemented. 

This includes the constraints and opportunities that have helped inform the original masterplan and an infrastructure phasing and delivery strategy. 

Through the masterplan we will create homes for people, space for jobs, community facilities, connectivity between existing neighbourhoods, a new Metrolink stop with park and ride facility, improved access to the wider countryside, new accessible open spaces for nature to flourish.  

Councillor Elaine Taylor, Deputy Leader and Cabinet Member for Neighbourhoods said: “This masterplan and spatial design code will bring several benefits to Oldham, including much needed affordable housing, a new Metrolink stop at Cop Road, safer, more accessible walking and cycling connections and enhanced open spaces. 

I encourage residents to view the documents and feedback their comments to help shape the final document.” 

More information about the Draft Beal Valley and Broadbent Moss Masterplan and Spatial Design Code Supplementary Planning Document, and how to comment, is available on the council’s website at  are also available in local libraries and the Oldham Council Customer Service Centre in Spindles Shopping Centre.  

Comments are invited from Monday 2nd March until Friday 27th March 2026.

Following the period of public consultation, the responses received will be considered. If considered necessary, amendments will be made to the document prior to Oldham Council adopting the Draft SPD.
