Salford resident fined for dumping bags of rubbish in his neighbourhood
Earlier this year a Salford resident was prosecuted for illegally disposing of household waste within the vicinity of where they resided.
On Tuesday, 13 February 2024, Enforcement Officers from Salford City Council’s Waste and Recycling team were patrolling Littleton Road, Salford, when they discovered a pile of illegally dumped household waste. Further investigation revealed that the waste material was the property of Mr Tim Badmus, 39 Littleton Road, Salford, M6 6ED.
When questioned under caution, Mr Badmus admitted to depositing the waste between Thursday 25 January 2024, and Tuesday 30 January 2024, and was consequently offered the option of a Fixed Penalty Notice (FPN) as an alternative to prosecution: subsequently he failed to make the required payment.
On Thursday 14 November 2024 the case was proved in his absence at Manchester Magistrates’ Court. Mr Badmus was fined £440 and ordered to pay £450 in court costs, along with a £176 victim surcharge, resulting in a total financial penalty of £1,066.
Mr Badmus was prosecuted under Section 87 of the Environmental Protection Act 1990, where it is a criminal offence to throw down, drop, or otherwise deposit and leave litter. This legislation applies to all land in the open air, including private property and areas covered by water.
Councillor Barbara Bentham, lead member for environment and community safety, said: “Although the majority of residents and visitors to Salford are sensible and dispose of their litter and waste correctly, there are still a few individuals whose irresponsible actions are a blight on our communities, and deserve to be reprimanded.”
Salford City Council provides a comprehensive domestic refuse and recycling service for all households within the city. Additionally, Recycle for Greater Manchester operates 20 Household Waste Recycling Centres (HWRCs) across the region, offering residents free, convenient access to facilities for the proper disposal of household waste.
