A revolutionary Plan for the Revitalisation of the Mill Gate shopping centre has been given the green light by Bury Council’s Cabinet.
The plan, created by property developer Bruntwood and Bury Council in collaboration with the local community, sets out ambitious redevelopment proposals as part of the broader town centre masterplan.
The proposed seven-figure regeneration project will see the Mill Gate and its surroundings undergo a major transformation, solidifying the town centre’s position as a premier retail destination in Greater Manchester. The development will generate employment opportunities, introduce new housing, create attractive public spaces, and enhance connectivity.
Covering 15 acres, the regeneration plans aim to turn the area into a lively and diverse mixed-use community hub, incorporating leisure, hospitality, and housing, with a focus on sustainability, education, and wellness. Additionally, the project will offer workspace facilities directly on the high street.
The initiative also aims to enhance the surrounding area by connecting the Mill Gate and Bury Market, as well as establishing links with The Rock. Bruntwood and Bury Council will enhance the functionality of public spaces and ground floor establishments to establish a distinct identity for the market and support its long-term success. The regeneration plan will serve as a guide for future developments at the Mill Gate and its surroundings, with individual planning applications submitted for each phase. Public consultations will be held at each stage.
As part of the initial Regeneration Framework, the partners engaged with the local Bury community, hosting events to present the plans for the site and gathering feedback through consultations. Community input was then used to shape the Regeneration Framework.

Bruntwood has a successful track record in town centre regeneration, including its partnership with Trafford Council to revamp Stretford Mall and rejuvenate the historic King Street area. Their mission of ‘creating thriving towns and cities’ recognises the importance of ongoing investment in town centres to support local economies and ensure their future success. Bruntwood’s focus is on promoting social, economic, and environmental sustainability and creating spaces that are dynamic, inspiring, and future-proof.
Following public feedback, a revised Regeneration Framework was compiled for consideration at the council’s cabinet meeting on 13 March.
