Oldham Libraries has been recognised nationally with a Met Strong rating from Arts Council England as part of the Libraries Development Framework

This national programme highlights excellence, innovation, and community impact across public library services.

The service was praised for its use of data and insight to design programmes that meet local need. This includes Early Years literacy, digital inclusion and health literacy initiatives. The Met Strong rating demonstrates the service’s commitment to adapting continuously based on evolving community needs and feedback.

The Framework provides Oldham Libraries with a model to explore best practice across the sector, offering a structured approach to self-evaluation anchored in robust, timely and relevant guidance. The recognition places Oldham Libraries among the services leading nationally while continuing to deliver targeted, high-quality services locally.

It recognises the hard work, creativity, and dedication that go into delivering services that truly meet residents’ needs. It shows that Oldham Libraries is setting the standard nationally and reflects our commitment to innovation and continuous improvement.”

Over the next five years, Oldham Libraries will use the Framework to develop new partnerships, secure funding and continue delivering services that meet residents’ needs.

In 2026, Oldham Libraries will launch Author Sparks, an Arts Council funded programme designed to inspire children in reading and creative writing through author workshops, short films, creative exchanges, and in-person author visits. The programme is free at the point of access and will reach children across the borough.
