
Oldham Council has been named the Most Improved Council at the Local Government Chronicle Awards 2025, a prestigious national award that recognises transformation and progress.
The council was shortlisted in February and presented its bid to the judging panel in March. The award recognises councils that have made major improvements through leadership, culture and better outcomes.
Cllr Arooj Shah, Leader of Oldham Council, said: “This award means a lot to Oldham. It’s a real credit to our staff, our councillors, and most importantly, our residents, who’ve stuck with us and helped shape our progress.
“We’ve been honest about the challenges we’ve faced, and this shows we’re heading in the right direction. Today we take a moment to be proud.”
Shelley Kipling, Chief Executive of Oldham Council, said: “This award recognises the hard work and dedication of everyone involved in driving change in Oldham.
It’s a great boost for the council but we’ll keep pushing to make sure our services get better for all our residents.”
The LGC Awards ceremony celebrates the achievements of local authorities across England, and Oldham Council was proud to stand out against strong competition from councils including Croydon Council, Sheffield City Council, Liverpool City Council and others.
